Microsoft access 97 cannot start

We are setting up testing environments for windows 7 and office , but are encountering problems. After installing Office , if you start any office application the installer comes up before eventually launching. This, however, is a secondary problem. The primary problem is if we try to launch Access , an error comes up that says "Microsoft Access can't start because there is no license for it on this machine.

I have tried various things from complete uninstalls, registry cleaners, even Office installs, all with the exact same problem.
